Civic Accomplishments
- Supporting Billerica Taxpayers - When West Billerica was threatened by a 40B development on the Carlisle line, Selectman Lombardo stood with the residents in opposition. When a Power Plant proposal arrived in Billerica, he fought against the plant and the potentially horrific health effects it could inflict on the families of our community. When a proposal to eliminate trash pickup for all condo owners came before the Board, he fought for fairness and supported continued trash pickup for condo owners.
- Being a Voice for Taxpayers - Selectman Lombardo co-authored a warrant article and continually supported town meeting articles to return free cash to the taxpayers to offset the tax burden. He fought against unnecessary town spending, including the addition of new employees to the town payroll. He also helped lead the way to repeal a trash removal fee for a whole category of items. Selectman Lombardo was the only selectman to call a proposed sewer connection fee increase to $1,000 outrageous.
- Having a Vision for the Future - Selectman Lombardo suggested the creation of a committee to explore the potential benefits of municipal wireless internet service to benefit the community and its students. He spoke against poor development initiatives that would have adversely affected the character of Billerica and didn’t comply with the town's master plan. He continually supported the expansion of town sewer service for residents. Selectman Lombardo understood the needs of our seniors and was a proponent of Federal 202B programs that would bring smart growth senior housing to Billerica. With the need for senior housing soaring, he, as a member of the Cabot Land Use Committee, made certain the creation of additional senior housing in Billerica was a priority of the committee.
- Leadership in Action - As a recession loomed and layoffs were a distinct possibility, Selectman Lombardo fought to stop a proposal which would have given a $25,000 raise to a current member of the town's senior management and would have cost the town an additional $25,000 to cover consultant services needed as a result of the initial proposal. After hearing the concerns of residents at community meetings, he submitted a warrant article to enact a rubbish control by-law to help with efforts to keep Billerica clean. To acquire hands-on understanding of the needs of our emergency personnel, he participated in an intense training session sponsored by the Billerica Fire Department. Understanding the importance of recycling, Selectman Lombardo supported a mandatory recycling policy which has helped Billerica become a responsible steward of the environment and, because of its success, has led to financial savings for the town.
